Hands-on site leadership for controlled, compliant delivery

At JPL Management, we are able to undertake the role of Principal Contractor under the Construction (Design and Management) Regulations when delivering projects through our Construction Management service.

In this capacity, we take responsibility for planning, managing, monitoring, and coordinating the construction phase to ensure work is carried out safely and in full compliance with CDM requirements. This includes developing and maintaining the Construction Phase Plan, coordinating contractors, managing site health and safety arrangements, and ensuring effective communication between all parties.

By assuming the Principal Contractor role, we provide clear accountability and structured leadership on site, giving our clients confidence that their legal duties are being met and that safety remains a central priority throughout the build.

When construction management is the right solution

Our Construction Management service is particularly valuable when:

  • A project is entering or already in the construction phase
  • Multiple contractors or trades need close coordination
  • On-site health & safety management requires experienced oversight
  • Programme, quality, or productivity need tighter control
  • Clients want professional site leadership without employing in-house staff

We act as your on-site representative, protecting your interests throughout the build.

Construction Management is a cost-effective and flexible procurement route that allows clients to retain maximum control over the construction process. By removing main contractor overheads and profit, it can often deliver savings of between 10–15% of total construction costs, providing greater financial efficiency without compromising quality.

Operating on an open-book basis, it offers full transparency over expenditure and decision-making, giving clients clear visibility at every stage. The collaborative nature of Construction Management also fosters a less adversarial environment on site, encouraging cooperation between trades and stakeholders. In many cases, this integrated and proactive approach can support an accelerated programme, enabling projects to be delivered more efficiently.

Construction Management is particularly beneficial in the following types of project:

  • Residential projects (new-build housing)
  • Modular projects
  • Projects using modern methods of construction (MMC)
  • Brownfield and contaminated sites
  • Renewable energy projects

The benefits for our clients

Clients choose JPL Management for Construction Management because it delivers:

  • Clear on-site leadership
  • Reduced client involvement in day-to-day issues
  • Improved safety and compliance
  • Better coordination between trades
  • Consistent communication and reporting
  • Greater confidence during the build phase
  • Consistent Feedback – with our knowledge of construction law when it comes to new projects, a lack of understanding of contract procedures and administration is one of the causes of problems.

We provide control without complication.

Project Turnaround

Construction Management is also highly effective when it comes to rescuing a failing or stalled project. When programmes slip, budgets spiral or communication breaks down, decisive and experienced intervention is essential. JPL Management can step in to carry out a detailed project review, identify the root causes of underperformance and devise a structured recovery plan.

We implement clear corrective measures, re-establish robust cost control, reprogramme works where necessary and realign contractors and consultants around achievable milestones.

By restoring leadership, improving coordination and introducing transparent reporting, we stabilise the site environment and rebuild confidence across the project team. Our objective is simple: to regain control, minimise further risk and steer the project back towards successful completion with clarity and accountability.

We also ensure:

  • Site activities comply with current legislation and best practice
  • Safe systems of work are implemented and followed
  • Risks are actively managed and reviewed
  • Clear leadership and accountability on site

This approach safeguards workers, clients, and the project itself — while helping avoid costly incidents or delays.
